Australia uses more than 1.3 million tonnes of plastic packaging each year—most of it imported—yet more than 1 million tonnes end up landfilled or littered.

Although Australian recyclers have the capability to process recyclable plastic, limited demand for locally recycled plastic packaging is placing facilities at risk of scaling back or closing. This would mean more plastic waste, greater reliance on imported plastics.

First thing to do is some simple math.   1.3 mt of packaging used.   How much weight of the finished packaging product is imported and how much is made here?  If what is made here is greater than imported plastic packaging, then we can recycle it here with incentives.  If not, then no incentives will work.
