Biased study has predetermined answer for Bottle Refund Scheme

This study was done with the conclusion already decided before the study was started it seems.  Why would an independent auditor such as PWC Pricewaterhouse Coopers ’employ a long standing public opponent of CDS to advise on CDS and other packaging stewardship models’.   No wonder the result was biased against a container deposit scheme.  The Australian Packaging Covenant have proved over the last 10-20 years they are ineffective at making any significant change to plastic bottle waste and litter issues yet this report says we should trust them to suddenly change this behaviour.   Across Australia there are at the moment approximately 25% of bottles recycled.  In South Australia where there is a CDS in place recycling is over 80%.  That is very clear how effective they are.  And where is this cost they talk about?  The CDS funds itself and has $millions left over for other uses.
