Bottles are tickets to ride.

While incentive ideas are a really good and effective way to get the public to return their plastic waste to a recycling center so the plastic can be reused and not wasted in a landfill, there has to be a reciprocating component that puts some of the responsibility on the manufacturers and sellers of the plastic bottle.   If subway fares are given  out,  that is government funds (i.e public funds) that are being used to correct a problem.   The bottle manufacturers are getting off scott free from any ownership of this problem.  They should be the ones giving out (paying for) the subway coupons.  After all the public is doing the collection work to get their plastic waste back to them so they can make more bottles.
