EU plastics production fell by 13.3% between 2018 and 2022, with a further decline of 8.3% in 2023 to a total of 54 million tonnes. At current rates, output could return to levels last recorded in 2000, while demand for polymers continues to grow, the association said in the letter.
Recycling growth has also slowed, with total installed recycling capacity reaching 13.2 million tonnes in 2023. Closures are accelerating across the continent, with capacity lost between January and July 2025 almost matching lost capacity in the whole of 2024. The upcoming restrictions on plastic waste exports will require a stronger internal market for recycled materials, the signatories said.
