While access to plastic recycling is necessary, the encouragement to plastic recycling is much more important. This report seems to be weak on this point. It does not matter if 100% of people have access to recycling if there is no education or encouragement for people to actually recycle their plastic trash. The plastics industry is the one in part responsible for so much plastic waste. They should be the ones to pay for the encouragement and education schemes to get people to recycle their plastic. At the moment the plastic industry absolves itself of any responsibility of the issues of waste their plastic items create, once the plastic item ships from their dock.
