Once deflated and returned to earth, many balloons end up in Long Island Sound, becoming hazards to fish and boats, Corcoran told the legislature’s Environment Committee during a public hearing on the proposal Monday.

 

We would expect the 16 year old would not wish people to harm innocent wildlife  over him.   This would be true over many such honouring of a person who has passed away.
