“I’ve worked in a restaurant, so the one thing that some people may want straws for is because you don’t know how clean or dirty the cups you’re drinking out of are,” said Caskey.

Straws like these are 100 percent decomposable. Manager Samantha Rockwood says the “Last Straw Challenge” — helps to keep downtown clean.

The article did not say where they biodegrade though.  If it is a compostable plastic then this is not addressing the litter problem at all and is not addressing the biodegrading of straws either as most will be littered on the ground or sent to a landfill where they do not biodegrade.
