At the Lib Dem conference in Glasgow, Mr Clegg spoke at length about the impact of plastic bags.

“You might use them for 20 minutes walking back from the shops, but they take a thousand years to degrade and that’s bad for the environment,” said Mr Clegg.

“It’s an eyesore in our beautiful countryside, and out of sight, it causes suffering for animals who get killed by them.”

A 5p charge on bags in Northern Ireland is thought to have reduced their use by 80 per cent.
