It would seem to be simpler to just control these 10 outlets to the ocean.  But the issue is control by whom?   The outlets are in sovereign countries and attempts to get world bodies to work together to get individual countries to change their economic system to save the planet have been very unsuccessful in the past.  Climate change by the worst polluters, deforestation in Brazil are examples that have failed.  But this has to change as this plastic problem is a hugely serious problem.
